After spending $45 million, the California Department of Motor Vehicles cancelled a major project to improve their driver?s license and registration system. The English Channel, most often referred to as The Chunnel, was the epitome of project success in terms of scope, but it is also viewed as a failure because of the $12 billion debt at the end of the project. The Denver International Airport Automatic Baggage System is seen as an epic failure due to budgeting and missed key milestones, and was eventually terminated. The ?Big Owe? is another notable example of project failure. The ?Big Owe? is the nickname given to the Montreal Olympic Stadium due to the massive debt incurred by the project and the excessive timeline for completion. You are encouraged to look around in your own city, state, or place of employment and identify major project successes or failures.
Whether successful or unsuccessful, every project should follow certain guidelines to closeout and terminate. Closeout and termination are equally important as the other stages in the life cycle: conceptualization, planning, and execution. Closeout and termination should be planned accordingly and not undertaken as an afterthought, or simply allowed to occur by happenstance. The purpose is to cease the project at all levels of the organization with minimal administrative dislocation. Termination can be a long and tedious process. In fact, it is not uncommon for the organization to hire a termination specialist to administer the closeout process. This allows the project manager to focus on another project that may require his/her expertise.
So, under what circumstances would a project manager opt to terminate a project? The decision to terminate a project may occur as a result of project failure, project success, or premature abandonment. There are four main forms of project termination: termination by addition, termination by integration, termination by extinction, and termination by starvation. The manner in which the project terminates is primarily a result of the organizational structure that is present in the parent company.
How would you characterize the purpose of the termination process? The main reason to follow such a rigorous process during the termination phase is to document what lessons were learned during the course of the project. The process consists of the following:
? Finishing the work
? Handing over the project
? Gaining acceptance of the project
? Harvesting the benefits
? Reviewing how it all went
? Putting it all to bed
? Disbanding the team

Each step in the process may offer valuable insight on future project success.
Every project should have a definite completion date, but what prevents successful project closeouts? A few of the most notable reasons for ineffective closeout of projects include the failure to recognize commonalities between projects, the lack of adequate financial and human resources for closeout activities, the assumption that once the final product has been delivered to the client there are no further responsibilities, the use of lessons learned as an evaluative tool rather than an opportunity, and underestimating the importance of closeout.
Once the project has been completed, a final report is warranted. The final report should clearly articulate the practical realities of the project. Specifically, the final report should, at a minimum, state whether the objectives were met, if deliverables were delivered, what risks were managed successfully or unsuccessfully, resource usage, final cost of the project, and actual time schedule. Not only is the final report necessary in ascertaining the pros and cons of the project, it also serves as a foundation for future projects.
